Guidance on submitting the forms for the ‘Special’ licences

Both the clubs and the Police are being inundated with questions on how to fill in the forms to apply for the new Special licences. If you wish to submit these forms, you are to do so at your local Police offices by the 22nd December. Therefore, please read carefully and act fast. AMACS is providing a simple step-by-step guide based on various scenarios:

You currently possess both a Collector Licence A only

You have at least one Schedule I automatic firearm and/or a Schedule II centre-fire semi automatic firearm with corresponding high capacity magazine listed under you CL-A: Apply for the new Collector Licence A Special.

You currently possess a Target Shooter Licence A only

You have at least one centre-fire semi automatic firearm with corresponding hi-cap magazine listed on your TSL-A: Apply for the new Target Shooter Licence A Special ONLY if you intend to participate in competitive shooting and training under disciplines that require these firearms with high capacity magazines. If not, dispose of these magazines and purchase shorter ones which are below the capacity threshold.

Important tip for this scenario: Apply for both Special Licences ONLY if you intend to participate in competitive shooting and training under disciplines that require these firearms. If not, apply for the Collector Licence A Special only and simply transfer such firearms to your Collector Licence. Then, if you wish to use such firearms for leisure shooting without any hassle, simply take them to the range with magazines that are below the stated thresholds.

When filling the forms please use the ones provided by AMACS (see below) as there is a discrepancy between the English and Maltese versions of the CL-AS provided by the Police and distributed by other clubs.

On the first page of both forms write ‘YES’ next to the category of firearm that you possess and ‘NO’ for the rest.

The second page of both forms is intended for centre-fire semi automatic firearms with FIXED high capacity magazines which the Police must transfer from Schedule II to Schedule I. Simply cross it out as it is very unlikely that you would own any such firearm which is not known to exist! DO NOT list your semi automatic firearms with REMOVABLE high capacity magazines in this space.

These are the two forms which you will require.
